How do I make a character?

Well, you have to read the rules, it has all of the guidelines and the information their to build your character, if you don't have an idea build it off of an example from another, although all stats start at 1, not feeble.

what stuff can i start with because the rules say you can only have a few things like the 3 simple jutsu but lots of people are starting off with lots

O yes, no they are not, even if they say they are, check their ninja scrolls, only I can edit what jutsu and abilities and equipment is there, so that is what they have.

You can only start with 10$ and a kunai.

im not sure what you go on to make your character.

Go to characters,click on the village u want to b in,like Rain, Leaf, Sand etc. and by looking at other profiles u should know what to put on yours.

Actually, it's the other way around, you read the Getting started guide to get on the right foot, then you read the rules when you actualyl get into the game.
